Wannabe Flags
Unrepresented peoples within larger nations should be independent. For flagging purposes, however, they are Wannabe Flags.
I love it when people say I’m inconsiderate, insulting, and rude towards other cultures because I don’t recognize them as flags. Yeah right! I’m just going along with what the international community is already saying. All United Nations members recognize each other as independent sovereign states, or at least a majority of the UN members recognize each other as such. How can you judge me? Seriously, save your verbal attacks for the UN — only the most important international organization in the world, I might add. The flagging community isn’t being unreasonable to ask a nation for recognition from a majority of United Nations member states in order to be considered a captureable flag.
UNPO
Obviously, people who say certain geographical and cultural regions should be sovereign states are blind to the fact that there is a sort of anti-United Nations called the Unrepresented Nations and Peoples Organization. If Taiwan is supposed to be a country, for example, then why are they a member of the UNPO? Someone explain that one to me. I mean come on, it’s quite significant if Taiwan doesn’t even consider itself a country; so why should I? Or, if Taiwan does consider itself a country, yet the international community does not consider Taiwan a country, then once again I ask, why should I? If the majority of the world’s sovereign states say you’re not independent then you’re not.
I guarantee if any of the UNPO members had the chance to join the United Nations, they would. In fact, some former UNPO members did gain independence – Estonia, Latvia, Armenia, Georgia, East Timor, and Palau – and whatta ya know, they joined the UN.
To all of you UNPO member states who have not yet gained independence: I sincerely wish you the best. And who knows, flagging just might bring some attention to your cause.

Does Wales or Scotland constitute "a flag"? The UN says no but what say you?
The UK is the most complex flag I've come across and is in limbo. They all have British passports and are all recognized c0llectively at the UN as the United Kingdom. From my experience, most foreigners will say they aren't British flags but rather from one of four home nations: English, Scottish, Welsh, Northern Irish.
I"m working on my UK Conundrum Theory as we speak. Considering the UK's limbo situation, I would count the four British home nations as separate flags. I'm claiming English and Scottish myself. Until I do some more research, check out….
